The Harbor Community Benefit Foundation (HCBF) is an independent non-profit organization that was created from a historic agreement, known as the TraPac Memorandum of Understanding, between the Port of Los Angeles and a group of community organizations and individuals committed to ensuring the health and well-being of residents in Wilmington and San Pedro. HCBF is committed to improving the health and quality of life of local residents by addressing the impacts of Port-related activities.
