Alle ÖSD-Prüfungen sind kommunikativ ausgerichtet: Sie überprüfen in erster Linie die sprachliche und kommunikative Handlungsfähigkeit im Hinblick auf reale Verwendungssituationen der deutschen Sprache. Sie sind kursunabhängig und werden nach einheitlichen Maßstäben durchgeführt und bewertet. Das ÖSD geht von einer plurizentrischen Sprachauffassung aus: Die Standardvarietäten der deutschsprachigen Länder Deutschland, Österreich und der Schweiz werden berücksichtigt. Die Prüfungen orientieren sich an den Niveaubeschreibungen des „Gemeinsamen Europäischen Referenzrahmens für Sprachen“ (GER) und an „Profile deutsch“. Die ersten Prüfungstermine im Jahr 1995 fanden an 7 lizenzierten Zentren statt. Heute legen weltweit mehr als 100.000 Kandidatinnen und Kandidaten pro Jahr an einem der rund 400 lizenzierten Prüfungszentren eine ÖSD-Prüfung ab. Derzeit bietet das ÖSD 18 verschiedene Prüfungen auf 6 Niveaustufen an.
