Frederick Water Information

Chartered in 1967 under the Virginia Water and Waste Authorities Act to provide public water and sewer services, Frederick Water is governed by a 5-member Board of Directors composed of Frederick County citizens appointed by the elected Frederick County Board of Supervisors. An Executive Director, supported by a staff of over 90 water, wastewater, and support professionals, manages the day-to-day operations of Frederick Water. Frederick Water is the Winchester area’s largest water and wastewater utility. Frederick Water serves the urbanized area of Frederick County, provides wholesale services to the Town of Stephens City, and has recently expanded services into Clarke County’s Double Tollgate area. The residents and businesses in these three separate political jurisdictions rely on Frederick Water for their water and sewer needs. Frederick Water draws raw water from various sources: a series of retired quarries – our quarry reservoirs; and production wells. An initiative in 2026 will introduce water withdrawal from the Opequon Creek into the mix. The raw water is treated at four different locations owned by Frederick Water. The Henry F. Sliwinski and the James T. Anderson water treatment plants are in northern Frederick County, and the James H. Diehl and Lake Frederick water treatment plants are in eastern-central Frederick County. Frederick Water can also purchase up to 2.5 million gallons per day from the City of Winchester, as demand warrants. Wastewater flows are treated at two Frederick Winchester Service Authority-owned wastewater treatment plants. The Opequon Water Reclamation Facility (OWRF). The Parkins Mill Wastewater Treatment Plant, a 5 MGD facility, is operated by Frederick Water. As the community grows, Frederick Water is planning ahead to ensure the organization can continue delivering reliable water and wastewater services to its customers.
