Loudoun Water's mission is to provide high-quality water services to protect public health and the environment. In May of 1959, the Loudoun County Board of Supervisors created Loudoun County Sanitation Authority, doing business as Loudoun Water, by a resolution, through the Water and Waste Authorities Act, for the sole purpose of providing water and wastewater service to residents of the unincorporated areas of Loudoun County. These areas are generally the communities east of Route 15 and some communities south of Route 50 to the County line. Loudoun Water is a political subdivision of the State, just like a Town or a County. All income is received either as user fees from customers or as availability fees from developers. User fees pay for operating expenses. Availability fees pay for capital improvements. Loudoun Water receives no tax money.

Harrisonburg, Virginia is an independent city located in the central Shenandoah Valley region of Virginia. Harrisonburg is located right along Interstate 81 and is only two hours away from both Richmond, Virginia and Washington, D.C. Harrisonburg is recognized as the county seat for Rockingham County. The City of Harrisonburg operates under a council-manager form of government which combines elected officials in the form of a governing body with an appointed local government manager. The City Manager then oversees the delivery of public services through the city departments. Each city department then has a role in how services are provided to the citizens.

As the urban hub of the Fredericksburg region, our historic City is host to a quickly growing population – and is located about an hour from both Richmond and Washington D.C. We are bounded to the north and east by the beautiful Rappahannock River and have invested heavily in the City’s enviable parks and trail systems, which contribute to growing leisure and eco-tourism industries.
