The FSTC is a public company and was initially formed in 1991 with the express purpose of administering the pre-licence firearm safety testing program on behalf of the NSW government for individuals wishing to hold a firearms licence under the Firearms Act. The Council has evolved in accordance with the principle of training excellence and is today the foremost registered training organisation (RTO) in firearms training Australia wide. The Council is accredited by the NSW Police Service and the Australian Skills Quality Authority (ASQA).
