The Federal University of Santa Maria is among the best higher education institutions in Brazil. It has a range of actions that reaches activities concerning teaching, researching and extension, oriented by capable professors and staff. There are many different courses available to our students, distributed in undergraduate, specialization, master and doctorate programs. The University of Passo Fundo (UPF), the university of our community, was founded 50 years ago and it is one of the most important universities in the North of Rio Grande do Sul, Brazil. Its practices are committed to the regional population, promoting a process of education which involves quality, science and ethics of its graduates. Thus, the university focuses on the qualification of its faculty, enabling the generation and spread of knowledge. The presence of UPF in the region has changed destinies and brought social, economic, scientific and cultural development to more than 100 cities in the state, reaching a population of about 830.000 people. Currently, the university has over 19.000 students, offering 60 undergraduate courses, 53 specialization courses, 15 master and 7 doctorate programs and 9 post-doctoral program, distributed in 12 Academic Units. A história do IPH é indissoluvelmente ligada à da Escola de Engenharia (EE) (1896) da UFRGS. Na década de 1950, o Departamento de Transportes e Vias de Comunicação (DTVC), da EE UFRGS era responsável na época pelas cadeiras de Portos, Rios e Canais, Estrada de Rodagem, Estrada de Ferro, Astronomia e Geodésia, Topografia, que compunha um conjunto didaticamente harmônico. Chefe do DTVC em 1953, Prof. Adolfo Laranjeira Mariante, envia um ofício ao Diretor da Escola de Engenharia sugerindo a organização de um novo instituto dedicado às questões de Engenharia Hidráulica, principalmente da técnica do modelo reduzido.
