The Pluto Collective Information

Pluto is a strategic design practice working at the intersection of public policy and delivery. We bring systems thinking, service design, and co-design to the implementation layer that policy documents leave undefined and delivery teams have to figure out under pressure. Most change fails not because the intent is wrong, but because the conditions for it to hold are never built. The friction lands on the wrong shoulders. The young person does the connecting work the system should carry. The family navigates alone what the partnership should absorb. Pluto exists to redesign that: moving the weight from the individual to the system, deliberately, through design. We work with local authorities, combined authorities, NHS bodies, and the organisations alongside them: charities, housing associations, and the voluntary and community sector. We work in three modes: structured discovery that maps where the system is breaking down, system design that produces costed and co-designed delivery models, and published thinking that builds shared understanding across the field. Change is plural. Change is designed.
