TerraSom LLC is a District of Columbia (DC) Certified Business Enterprise (CBE) specializing in infrastructure planning, financial strategy, and project/program management. TerraSom provides planning, advisory, and management services to public agencies and private corporations engaged in the development and construction of infrastructure projects, including transportation, buildings, and utilities. Our consultancy places a particular focus on public-private partnerships (P3), and other emerging models of infrastructure financing, investment, and execution. Additional financing programs and vehicles of interest include TIFIA, RRIF, Private Activity Bonds (PAB), and INFRA Grants. TerraSom possesses a unique combination of technical, operational, and financial expertise in these areas at the local, state, and national level. We have developed a significant network of relationships and infrastructure industry knowledge, enabling us to provide objective and independent advice to our clients and their senior management. TerraSom is certified as a Certified Business Enterprise (CBE) with the District of Columbia Department of Small and Local Business Development (DSLBD), with addition designations as SBE, DBE, DZE, ROB, and LBE, totaling 12 preference points. We are also registered as a small disadvantaged business (SDB) per the U.S. Small Business Administration (SBA) and in the System for Award Management (SAM.gov).
