Tech Otters helps Department of Defense organizations deliver mission-critical software and complex programs through disciplined execution, technical depth, and an operator’s understanding of the mission. We provide software development, DevSecOps, systems integration, research, development, test, and evaluation (RDT&E), and technical program management for high-consequence defense environments. Our founder brings 13 years of DoD experience spanning operations, manufacturing, RDT&E, quality, and software-intensive systems, including work across classified ISR, command-and-control, and national-security programs. His background includes leading $12M+ mission software efforts, directing cross-functional teams of more than 40 professionals, and overseeing five major software deliveries and more than a dozen patches supporting the Department of the Navy’s MQ-4C Triton mission. That work encompassed new R&D capabilities, critical defect resolution, CI/CD deployments, software integration events, and security coordination for deployment to classified networks. His work earned positive government-customer feedback for hands-on leadership, clear and frequent communication, reliable follow-through, respect for engineering teams, and high-quality mission support.
