Plovdiv is the second-largest city in Bulgaria. It is the oldest continuously inhabited city in Europe and one of the most ancient in the world. In 2019 Plovdiv became the first Bulgarian city chosen to be European Capital of Culture. The city won 4th place in the ranking European Best Destinations in 2022 and took 1st place in 3 categories – best cultural, romantic and wine destination.

The Dobrich Local Agency for Energy Management has been established in the frame of the project "Creation of new Energy Management agencies in the Loire County (France), the Warmland Region (Sweden), and the Pomurje Region (Slovenia), Dobrich Municipality and Bourgas region (Bulgaria)" (2004-2007), financed within the Energy Intelligent - Europe Programme of the European Commission /Executive Agency for Competitiveness and Innovations. The activities of the DLAEM cover the territory of Dobrich municipality in the Northeast Planning Region of Bulgaria. The Agency is a voluntary organization, registered as in accordance with the Bulgarian Act on Non-for-profit Juridical Persons.
