We support closure of Casa Beach during pupping season (December 15 - May 15) to allow the seals to birth, nurse, and teach their young survival skills without human disturbance. We urge enforcement of the Marine Mammal Protection Act1 of 1972 at Casa Beach, which prohibits any act "which injures or has a high potential to injure a marine mammal or any act that either disturbs or is likely to disturb a marine mammal's natural behavior." We strongly advocate enforcement of the San Diego Municipal Code §63.0102(b)(10) which states: "It is unlawful to take, kill, wound, disturb or maltreat any bird or animal, either wild or domesticated, unless the same shall have been declared noxious." We support permanent signage to educate visitors about the harbor seals at Casa Beach and the practice of safe seal watching. We support permanent retention of the guideline rope year round. We support absolute adherence to the law prohibiting dogs on the beach at all times. We support a partnership with City Parks and Recreation in the development of a City-sponsored Volunteer Docent Program, which includes the authority to protect the harbor seal rookery. We promote public outreach programs to provide education about harbor seals. Share this:
