SALTO is een samenwerkingsverband dat in 2001 is ontstaan vanuit de voormalige Stichting voor Algemeen Toegankelijk Onderwijs Eindhoven (SATOE) en de Commissie voor Openbaar Basis- en Speciaal Onderwijs (COBSO), een bestuurscommissie van de gemeente Eindhoven. In 2005 werd dit samenwerkingsverband één stichting: Stichting Algemeen Toegankelijk Onderwijs, kortweg SALTO. Met een aandeelpercentage van 36 procent van de schoolgaande leerlingen, is SALTO qua grootte het tweede schoolbestuur voor het primair onderwijs in Eindhoven. Met 20 basisscholen en 2 scholen voor speciaal basisonderwijs is SALTO een grote speler in het Eindhovense onderwijsveld.
