The natural ability of the ground to control water is compromised by the construction of buildings, roads and parking lots on previously undeveloped areas. The problems associated with stormwater quantity and quality are becoming more apparent with increasing urbanization and changing weather patterns. Stormwater runoff from impervious surfaces often carries a high pollutant load that has a detrimental effect on the bodies of water into which it discharges.
The United States Environmental Protection Agency (EPA) has identified sediment as the most widespread pollutant in rivers and streams.
Planning and environmental regulations, such as Phase I and Phase II Stormwater Rules, are becoming more stringent.
