Rising Star Resource Development Corporation (Rising Star) is a private 501(c)(3) Non-Profit Agency (NPA) delivering mission-driven workforce and contract solutions through municipal, state, and federal government service programs. As a supportive employer, we provide training and employment opportunities for individuals with barriers to employment, including our nation’s veterans. Rising Star operates under the WorkQuest State Use Program and the AbilityOne Program, enabling compliant, scalable service delivery across Texas and throughout the continental United States. We are an authorized participant in the SourceAmerica Mentor-Protégé Program (SAMPP), partnering with small businesses, 8(a), SDVOSB, and large federal prime contractors. Through this model, we deliver expanded capabilities using a streamlined, sole source acquisition framework that provides efficiency, long term contract stability, and mission aligned outcomes for our federal customers. Rising Star is expanding into federal technology and professional services, with a focus on NASA SEWP VI and alignment with General Services Administration GWAC vehicles, delivering program management, IT support, and integrated facility services.
