The REDISA NPC Waste Tyre Plan Approved by the Honourable Minister of Water and Environmental Affairs, and published in the Government Gazette no. 35534, the Integrated Industry Waste Tyre Management Plan came into effect on 1 November 2012. This plan, established and managed by REDISA NPC, will not only deal with the issues of pollution, fire risk and disease. It will also replace the legacy of waste tyres with a new legacy of income-generating opportunities, dignity and hope for thousands of South Africans. At the centre of this plan lies the key issue of job creation around the collection, transportation, storage and recycling of waste tyres. By charging manufacturers and importers a levy of R2.30 + VAT on every kilogram of new rubber tyre, the financial responsibility for the collection of waste tyres is passed back to the source of the problem. This levy will subsidise the collection and recycling process by attaching a value to waste tyres – one that is higher than their scrap metal value – and incentivising their return to the depots. In addition to drawing around 5 000 existing informal transporters and collectors into the REDISA Waste Tyre Management universe, it is estimated that the Plan will generate another 10 000 income-generating opportunities.
