PWP has led or worked on dozens of evaluations and market assessments that successfully integrate the analytical features of traditional market and process evaluation with diffusion of innovation theory and other models of adoption of energy efficient technologies. PWP is currently participating in multi-year integrated evaluations in Hawaii, California, the Pacific Northwest, Michigan and Ohio. Highlights of past evaluations include: PWP recently completed a process evaluation of the Energy Trust of Oregon's New Buildings Program and is currently conducting an evaluation of the Small Commercial Efficiency Pilot. PWP is part of the Itron team for the California Public Utilities Commission's evaluation of the 2010-12 non-residential programs, focusing on process issues and approaches to calculating net impacts. As a subcontractor to Evergreen Economics, PWP recently helped complete a process evaluation of the Northeast Energy Efficiency Partnerships's Regional M&V Forum. For the evaluation of the 2006-08 California Retro-Commissioning Programs, PWP conducted the net impact evaluation work as a subcontractor to SBW Consulting. PWP was also a subcontractor to Itron for the net impact analysis of the large industrial and commercial programs, helping to develop an application of the self-report approach to net analysis for large, complex projects. PWP conducted a multi-year (2006-2009) comprehensive evaluation of NEEA's Design and Construction (D&C) Initiative - one of the cross-cutting aspects of the overall BetterBricks program. The D&C evaluation comprised an assessment of a variety of organizations, contractors, and relationships being used to deliver this program, with the goal of assessing change in the market and offering suggestions for more effective implementation. In 2006 and 2007, PWP completed process evaluations of Energy Trust of Oregon's two-stage Biopower solicitation process and Community Wind solicitation process, interviewing program staff, actual and potential bidders, suppliers and others ...
