The Town of Horseheads has had an animal shelter since 1972. In 2016 the town board decided they could no longer operate the facility due to constraints that many municipals face. The end result was the closing of the shelter. The Friends of the Horseheads Animal Shelter (FOTHAS) is a volunteer group that was incorporated in 2008, to help support the pre-existing town operated animal shelter. After months of planning and exploration the group submitted a proposal to the Town of Horseheads and reached an agreement to rent the building. We then moved forward with our new non-profit group, The Horseheads Community Animal Shelter, Inc.. We are proud to be able to once again offer necessary shelter service to the community under new volunteer management and vision. The Horseheads Community Animal Shelter, Inc.. is a non-profit group whose mission is to engage the hears, hands and minds of the Horseheads area community to help care for and find homes for owner-surrendered companion animals. We promote and support responsible pet ownership by providing education, counseling and training.

Founded in 1973, Hi Tor Animal Care Center is the only animal care and control shelter in Rockland County that takes in approximately 2,500 animals each year. Our Vision We envision a place of refuge for every neglected, abandoned or abused domestic and companion animal in Rockland County. Our Mission To provide a space where adoptable animals are sheltered in comfort, safety and security; where they have a place to exercise and experience joy; and where they can know the love of our community while we seek to find them their forever homes. To deliver the highest standard of care possible while promoting responsible pet ownership through education.
