History PEN was founded as the Minnesota Council for Quality, Inc. in 1987, as a result of Minnesota Governor Perpich’s 1985-86 Commission on Minnesota’s Economic Future. Our mission then was to improve quality, productivity, and competitiveness of Minnesota businesses. Today, we serve all types and sizes of organizations – businesses, healthcare systems and facilities, education institutions, nonprofit and governmental agencies – helping them improve and sustain outcomes. Mission PEN advances improvement and performance excellence. We identify strengths and improvement opportunities and build networks that bring information, resources, knowledge, and best practices to organizations, individuals, and communities desiring to improve.
