The Paramedic Foundation (TPF) is a nonprofit consulting and policy organization that helps agencies and communities build rural and frontier EMS and paramedic systems that last. Incorporated in Minnesota in 2013 and recognized as a 501(c)(3) charitable organization, TPF builds on rural EMS work its founding principals have carried out together since 2005. TPF works with state agencies, regional EMS bodies, county governments, hospital systems, and legislative partners. Its focus is the structural problems that keep rural paramedic systems fragile: governance, reimbursement, legal authority, and infrastructure. Service areas include rural health systems and governance, EMS policy and legislation, community paramedicine and mobile integrated healthcare, workforce and education, austere and operational medicine, and data, evaluation, and research. TPF engages a core leadership team and an international network of practicing subject matter experts on a project basis, with active or completed engagements on four continents. TPF also administers the International Roundtable on Community Paramedicine, convened annually since 2005, and publishes free tools and open-access resources for rural EMS systems. Public agencies can procure TPF consulting through national cooperative contract PSAI RFB 2026-03, administered by Public Safety Association Inc. with Savvik Buying Group. Initial consultations are free. Learn more at paramedicfoundation.org.
