OPERA is an international company established in 2002, specialised in delivering technical assistance, high-level training and capacity-building in the fields of animal health and welfare, food safety and plant health. The company has extensive experience in project management, quality control and knowledge transfer, supporting public authorities and international organisations worldwide. OPERA participated, both as lead company and partner, in more than 20 technical assistance projects across the Western Balkans, Central Asia, Latin America and Africa. Projects addressed a wide range of needs, including the development and implementation of sector legislation, strengthening of specific value chains, control of animal diseases, plant health and food safety risks, and the development and use of related IT applications. Within the EU BTSF initiative, OPERA implemented 15 training programmes, delivering more than 200 workshops to around 6,000 participants in nearly 50 countries over the past 13 years. Training activities supported competent authorities and government officials responsible for animal health, food safety and plant health, contributing to the implementation and enforcement of EU SPS legislation in both EU and non-EU countries. OPERA has a permanent team based at its headquarters in Rome, comprising professionals with extensive experience in project and event management. This is complemented by a well-established network of more than 100 regular high-level experts, covering different technical fields and with strong knowledge of local contexts, as well as a wider pool of over 200 additional experts with proven experience working with the company. This network enables OPERA to respond effectively to the specific needs of clients and partners (e.g. EU, EFSA, WOAH, World Bank, ADB). A Quality Management System compliant with UNI EN ISO 9001:2015 is operated, ensuring a structured approach to quality assurance and continuous improvement across its activities.
