"Services for the Young Physically Disabled in Niagara: A Discussion Paper was written by the Niagara District Health Council in November 1986. This paper suggested a number of changes to the existing services and how these changes could happen. Three meetings were held to give consumers a chance to talk about their concerns and the report itself. From these meetings a final report called A Proposal was drafted. The final report suggested a need for a resource centre for persons with disabilities in Niagara. In February 1988 The Niagara Association of Physically Challenged Persons was born. To help it get started the Association received funds from the Ministry of Community and Social Services. On November 10, 1988 the then Health and Welfare Canada announced their financial support of Independent Living Resource Centres. The Niagara Association of Physically Challenged Persons became consumer controlled in January 1989 in order to receive the funding. The Association agree to expand their purpose and philosophy to become the Niagara Centre for Independent Living.
