The San Francisco Bay Area Rapid Transit District (BART) is a heavy-rail public transit system that connects the San Francisco Peninsula with communities in the East Bay and South Bay. BART service currently extends as far as Millbrae, Richmond, Antioch, Dublin/Pleasanton, and Berryessa/North San José. The Southern California Regional Rail Authority (SCRRA) is the joint powers authority that operates METROLINK, the five county premier commuter rail service with a dedicated staff of approximately 250 full time employees and over 800 contract staff. Metrolink is one of the fastest growing commuter rail systems in the country with seven routes, 55 stations, and 512 miles of track. Metrolink transports over 40,000 passengers daily and continues to reduce congestion on highways and improve mobility throughout the Southern California region.

The Orange County Transportation Authority (OCTA) is Orange County’s primary transportation agency. OCTA was formed in 1991 through the consolidation of seven separate transportation agencies. A 17-member Board of Directors governs OCTA with the Caltrans District Director serving as the 18th member in an ex-officio capacity.
