The idea of creating a transparent trading platform for the exchange of various forms of energy carriers, with a focus on electricity, dates back to 2007. The outcome of this initiative was the preliminary approval of the Supreme Council of Securities for the establishment of the Power Exchange. Eventually, in 2011, both the electricity market—which had reached the licensing stage—and the oil market simultaneously arrived at the stage of obtaining approval for the establishment of the Iran Energy Exchange. At that time, in response to the need for an energy trading platform and with the aim of organizing, listing, supervising, and facilitating transactions of energy carriers and energy-based securities, the first founding general assembly of the Iran Energy Exchange was held in February 2012. During the spring and summer of 2012, registration processes were completed to provide a transparent and fair environment for buying and selling energy carriers, and on July 7, 2012, the Energy Exchange was officially registered with the Companies Registration Office. In early autumn, listing and trading regulations were approved, and from December of that year, pilot trading sessions began. In the final month of the year, “bitumen” and “coal” were accepted as the first commodities in the physical market, marking March 9, 2013, as the first official trading day of the Iran Energy Exchange. Since then, the Iran Energy Exchange has defined its mission as providing non-discriminatory and fair access for members to trading platforms and, in cooperation with the Ministry of Oil and the Ministry of Energy—both active in the production and supply of energy carriers—has created a platform for pricing various energy carriers based on supply and demand mechanisms in both domestic and international rings.
