The converging global forces of decarbonization (2050 Net Zero), energy transition and energy security have collectively created the need for significant expansions in global nuclear generation capacities. Many policymakers are coming to realize that 2050 Net Zero and energy security goals simply cannot be achieved without a significant role for nuclear energy. However, required significant investment in expansion nuclear capacities faces serious impediments. The IBNI Strategic Advisory Group (IBNI SAG: https://nuclearbank-io-sag.org) has a solution. Formed of specialists from nuclear design and construction, operations, law, finance, economics, regulatory and policy, IBNI SAG is writing the blueprint for a future multilateral nuclear development bank. The future bank’s premise is as follows: - IBNI will fulfill a critically missing leadership and catalytic role in channeling development capital to help deliver viable nuclear projects across all international regions, income levels and power markets; - IBNI will be capitalized by member countries and levered to unlock liquidity and risk capital for viable projects across their lifecycles; - In doing so, IBNI will serve as the potentially early, potentially long-term ‘patient investor’ in global nuclear finance, enabling nuclear projects to access the global capital markets where market failures have previously impeded progress; and - It is envisaged that IBNI will follow the model of other major multilateral development banks, providing missing funding and generating additionality to allow viable nuclear projects to get delivered in the most affordable, efficient and sustainable manner.
