IIEC was created by the Constitution of Kenya (Amendment) Act 2008 whose mandate is to: 1.Reform of the electoral process and the management of elections in order to institutionalize free and fair elections 2.Establishment of an efficient and effective secretariat 3.Promotion of free and fair elections 4.Fresh registration of voters and the creation of a new voters’ register 5.Efficient conduct and supervision of elections and referenda 6.Development of a modern system for 7.collection, collation, transmission, and tallying of electoral data 8.Facilitation of the observation, monitoring and evaluation of elections and referenda 9.Promotion of voter education and culture of democracy 10.Settlement of minor electoral disputes during an election as may be provided by law 11.Performance of such other functions as may be prescribed by law.
