H2O Partners has extensive experience assisting local and state governments, the Federal Emergency Management Agency (FEMA), and the private sector. H2O Partners are experts in Public Assistance (PA), Hazard Mitigation Assistance (HMA), Community Development Block Grant (HUD-CDBG), the Sandy Recovery Improvement Act (SRIA), grant development and management, environmental permitting and regulatory compliance, hazard mitigation planning, and floodplain management, administration, and training, including the National Flood Insurance Program (NFIP). H2O Partners was formed in 2001 by Jo Ann Howard, former National Flood Insurance Program (NFIP) Administrator at FEMA.
