Governance Engineering is a candidate discipline for the systematic design of institutional reasoning architecture - the structures, processes, and tools that determine how organisations reason, deliberate, and decide. The founding argument is straightforward: governance failures are usually structural, not human. Capable people working in good faith consistently produce decisions that miss something important, not because of bad intent, but because the architecture they are working inside was never designed to support good reasoning in the first place. Every other organisational function has been engineered. Finance. Operations. Technology. Human resources. Each has accumulated decades of method, tooling, and discipline. The architecture of reasoning - the function that all the others ultimately depend on - has largely been left to chance, culture, and whoever holds the most power in the room. That is not inevitable. It is a design gap. Governance Engineering is being developed from first principles, grounded in cross-domain evidence from cognitive science, behavioural economics, complex systems, and human-AI collaboration. Its reference implementation, the Public Health Decision Stewardship System (PHDSS), has been tested across a documented corpus of 58 decision runs spanning six domains.
