On October 20, 2007 the founding members designated as members of honoring Drs. Gustavo Noboa Bejarano, Alfredo Palacio Gonzalez and former presidents of the Republic of Ecuador, and Mr. Ab. Jaime Nebot Saadi, the mayor of Guayaquil and Carlos Falquez Battles, mayor of Machala. Likewise, the March 3, 2008 the founding members appointed as an honorary member of the lady journalist Angela Patricia Janiot. In its administrative structure, the GOBERNA FOUNDATION has Academic, Board of Directors, Directory Advice, President, of a main directorate and Secretary. Academic council:
