Environmental Construction Limited (ECL) was formed in 1987 offering specialist design and construction services to the water industry for sludge digestion and treatment projects. In 1994 ECL was purchased by the M J Gleeson Group to support Gleeson’s Engineering Division’s activity in the water sector. Throughout this time Gleeson ECL strengthened its expertise in the water sector and offered complete turnkey services in the design and construction of wastewater treatment works, sludge treatment works, and industrial effluent treatment plants. M J Gleeson's water business was acquired by Black and Veatch in October 2006.
