FOGAPI fue constituida el 24 de noviembre de 1979 bajo el vehículo legal de fundación a iniciativa de la Sociedad Alemana de Cooperación Técnica (GTZ) y de los gremios empresariales: la Asociación de Pequeños y Medianos Industriales del Perú (APEMIPE), la Sociedad Nacional de Industrias (SNI) a través de su Comité de Pequeña Industria (COPEI) y el Servicio Nacional de Adiestramiento en Trabajo Industrial (SENATI).
