Optima Energy is widely recognised as one of the leading domestic energy efficiency consultancies within the UK. Over the past 15 years we have worked on a practical level with over 150 local authorities and housing associations. We have acted as facilitators in developing energy strategies and practical programmes of work, and have assisted in their implementation. We have consulted for over 100 local authorities with many aspects of the Home Energy Conservation Act. Our involvement has included assistance with developing the original HECA reports, subsequent progress reports and Fuel Poverty Strategies. We are highly experienced at assisting authorities to develop HECA monitoring systems and to get energy databases populated and in routine use. We played a key role during the early stages of DETR (now DEFRA / DTLR) activity to define how local authorities are expected to integrate energy efficiency into their housing strategies and investment programmes. More recently, on behalf of the DETR (now DEFRA / DTLR) we have carried out an intensive research project on the effectiveness of HECA. Optima has trained more than 1,200 NHER Surveyors / Assessors and over 3,500 people in the City & Guilds Energy Awareness qualification. Our staff have a great deal of practical experience of giving energy advice in the home and energy rating dwellings. We also operate an Internet based service for local authorities and housing associations providing resource materials and information for HECA implmentation, with currently over 180 registered users. In April 2003, Optima Energy merged with National Energy Services ltd, the organisation that runs the NHER scheme. All services previously offered by Optima Enerrgy Ltd are now offered under the name NES.
