Encina Advisors is a Sacramento-area economics consulting firm that specializes in applying cutting-edge analyses to help frame and solve policy, strategy, and operational problems. Adams is the President and Chief Economist of Encina Advisors. He brings to the company rich experience in economic analysis and public policy. Over his career, he has conducted numerous projects for government and nonprofit clients including the California Lottery, the California Department of Motor Vehicles, the U.S. Army, the World Bank, California Forward, the California Department of Rehabilitation, the Southwest Defense Alliance, and the National Federation of Independent Business. Prior, Dr. Adams was Director at Chang & Adams Consulting, a Sacramento based management consulting firm, where he oversaw the firm's fiscal and economic studies. He also spent six years as an economist at the RAND Corporation in Santa Monica where he specialized in domestic and international economic development, defense economics, and the economics of public-sector organizations. He has held positions in California state government at the Governor's Office of Planning and Research, the Department of Housing and Community Development, and the Department of Transportation (CalTrans). Most recently, he helped develop cap-and-trade recommendations to the California Air Resources Board as a member of CalEPA's Economic and Allocation Advisory Committee. Dr. Adams received his Ph.D. in Political Economics from the Stanford Graduate School of Business.
