ELTO has replaced the previous voluntary Employers' Liability Code of Practice (ELCOP) tracing service, which was in place since 1999 and helped around 20,000 claimants trace the Employers' Liability (EL) insurer to pursue a claim. The ELTO service has been introduced by the insurance industry to make it easier to search for EL insurance policies using a central database - containing all new and renewed EL insurance policies from April 2011, policies from before April 2011 that have new claims made against them and policies that were identified through the previous tracing service. Co-insured and Excess Policies are also required but if a firm has entered a Co-insurance or Excess Policy arrangement, only the Lead Insurer is required to submit the policy data to the ELD, subject to the conditions listed in ICOBS 8 Annex 1, 1.1R (1) and (2) http://fshandbook.info/FS/html/FCA/ICOBS/8/4. A new section of the ELTO website has been created specifically for intermediaries such as Brokers, Delegated Authorities and Managing General Agents. This section aims to provide intermediaries with information and resources to help in the supply of EL policy information, ensuring compliance with the Financial Conduct Authority (FCA) regulations.
