Devco Development & Engineering is a construction and engineering company specializing in underground utility work. We support both public and private projects across California, with a focus on practical, field-driven solutions that keep jobs moving. Devco holds both a General A Engineering Contractor license and a General Contractor B license, allowing us to take on a wide range of civil and infrastructure work. We are also a certified Disabled Veteran Business Enterprise (DVBE), along with additional certifications including SDVOSB, PDBE, SB-Micro, and SB-PW. Our core expertise is in underground utility construction, with a strong emphasis on utility trenching, directional boring (HDD), and hydro excavation. We also perform potholing and utility verification to support safe and accurate installations. For trenching projects, we handle saw cutting, demolition, and removal, ensuring clean and controlled excavation from start to finish. We are fully capable of delivering turnkey underground utility projects, including excavation, installation, backfill, and surface restoration such as asphalt, concrete, and equipment pads. At the same time, we regularly partner with clients and contractors to support specific scopes of work depending on project needs.
