The Thrive by Five Index We coordinate the Thrive by Five Index, the largest study of preschool outcomes ever conducted in South Africa – led by the Department of Basic Education, with support from key sector partners. ELOM When we began, South Africa lacked locally relevant, standardised tools to measure early learning outcomes. We developed the Early Learning Outcomes Measurement (ELOM) suite of tools to address this gap. Validated and inclusive – tested with thousands of children, psychometrically standardised, and available in all 11 official languages. Designed specifically for South Africa – accurately reflecting the country’s cultural and socio-economic diversity. Actionable at scale – user-friendly and affordable for use across various contexts.
