Chester grew up in Barbados, West Indies, and immigrated to the United States in 1983. In 1988 he graduated with a Bachelor of Science Degree from Rutgers University in Newark, New Jersey, and in 2002 with a Masters of Science Degree from the University of North Florida in Jacksonville, Florida. After college, he spent more than 20 years working in management and served as the President and CEO of the Urban League of Kansas in Wichita, Kansas.
