The Community Action Project, or CAP, is a community-based, community-focused citizen-participation project in Calaveras County, CA. Calaveras County is located in the cental Sierra Nevada mountain range. Founded as a project of Ebbetts Pass Forest Watch (EPFW), CAP maintains its own advisory board, annual operating budget, mission, and projects. EPFW remains the fiscal sponsor for CAP. CAP receives financial support through grants and the generous donations of our supporters. CAP's mission is to promote community-based democracy in Calaveras County so that local citizens have the maximum possible control of quality of life issues that affect them.
