Commonwealth Adoption International, Inc. (CAI) is a non-profit adoption agency licensed by the State of Arizona in 1993. CAI specializes in international adoptions. The purpose for organizing this agency grew from the relationships created by James L. Mayhew, the founder and Executive Director. Jim, along with his Russian-born wife Marina, developed many friendships in the Russian medical community which made them acutely aware of the need for families for the many orphaned children.
