Comfort Link owns, operates and maintains the district system for its customers, and essentially sells cooling as a service. This seems to have become the preferred business model for ice thermal storage companies, with Windsor, CO-based Ice Energy also recently announcing a deal to build a 53MW system for the Southern California Public Power Authority. The strategy has evolved from one in which the companies were focused on selling equipment to building owners. Ice thermal storage systems make large amounts of ice by running chillers at night -when the cost (and demand) of energy is low, and using that ice to help cool buildings during the day when both the cost and demand are higher. This 'shifting' reduces the demand for peak power, and allows companies to lower their overall cost for air conditioning. More here and here.
