Created in 1986, Community and Law Enforcement Against Narcotics, Inc. (C.L.E.A.N, inc.) is a non-profit organization comprised of interested individuals and groups dedicated to community leadership, education and advocacy through networking to support youth and families in the regional community of the City of Winchester, and the counties of Frederick and Clarke, Virginia. The purpose of this group is to assist in the development and implementation of community-wide programs directed at reducing the demand for and availability of alcohol tobacco and other drugs, and other adolescent problem behaviors of violence, delinquency, teen pregnancy, school dropout, and supporting healthy activities and programs for families and children.
