The Air Force Center for Strategy and Technology (CSAT) administers the highly selective Chief of Staff of the Air Force Blue Horizons program, a mixed-rank fellowship for fewer than 20 officers each year. The focus of Blue Horizons is to explore future geo-strategic and military-technical competition to build advantage for the United States. The program occupies a unique space, sitting at the crossroads of innovation, strategy, operations, and technology. The program includes robust reading and writing requirements, class discussions, group trips to national labs and industry sites, as well as numerous interactions with leaders in government, academia, and industry. Blue Horizons prides itself on being “deliberately unorthodox”. Fellows conduct research in the form of rapid prototypes of new operational concepts, organizational constructs, and applications of technology. Many of these projects have been adopted for further development by the Air Force and other Department of Defense organizations. The Blue Horizons program is accredited to confer its own Master’s degree by the Southern Association of Colleges and Schools Commission on Colleges. SACSCOC, is the regional body for the accreditation of degree-granting higher education institutions in Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and Latin America.
