CALSEC – Civil Anticipation, Local System Empowerment & Continuity CALSEC is a Thailand-based strategic platform dedicated to strengthening civil resilience and crisis and disaster preparedness through the integration of international expertise and locally embedded operational frameworks. The platform provides the legal, governance and operational environment enabling trusted international partners to deploy their methodologies in Thailand in a compliant, accountable and scalable manner. Beyond operational enablement, CALSEC contributes to the strategic design and local adaptation of resilience, preparedness and risk management initiatives, supporting international organizations, public institutions, governments and private sector actors in strengthening their capacity to anticipate, manage and recover from complex crises and disruptions.
