The California Public Employee Relations Program (CPER), established in 1969, is a community service of the Institute for Research on Labor and Employment, UC Berkeley. Its purpose is to provide neutral, accurate information to those involved in employment relations at all levels of California government and private employment in the state and nationally, including unions, employers, employees and law firms.
