Who We Are: Building State Capability (BSC) at Harvard Kennedy School empowers people with tools to find context-appropriate solutions to their problems and improve the implementation of policies and programs. We have developed a dynamic step-by-step approach called Problem Driven Iterative Adaptation (PDIA) to empower action, facilitate the emergence of local solutions, and create new capabilities to solve public problems. We resolve public problems with purpose. What We Do: We believe that action learning is crucial for building the muscle memory of solving complex public problems: The only way to learn is by doing. Impact: Since 2012 we have trained and directly engaged 4,850 practitioners in 157 countries and created a community of practice of policymakers and practitioners working on implementing public policies around the world.
