BDL is led by Alan Birch who began his career as an apprentice plumber and rose through every level of infrastructure delivery to become CEO of Semperian PPP Investment Partners, a role he held for 16 years. In 2024, he was honoured as the Most Influential Person in Infrastructure at the Operational PPP Awards, recognising his leadership and impact across the UK’s public-private partnership landscape. Following this recognition, Alan stepped down from his CEO role to pursue his personal mission: creating specialist homes for families with children who have extreme needs.
