What is the Workforce Investment Act? The Workforce Investment Act (WIA) was signed into law in August 1998. The law became effective July 1, 2000, restructuring the employment, education, and training system. It consolidates over 70 different federal and state programs into a single, universal workforce development system. What is the Workforce Development Council? ...Benton and Franklin Counties have been designated by the Governor as a local workforce area, based on population size, prior education and training performance and fiscal integrity. The Benton-Franklin Workforce Development Council (WDC) is responsible for coordinating the local workforce development programs, coordinating activities of the local employment and training One-stop center, establishing a youth council, negotiating local performance standards, and developing a local workforce investment plan. Who are the members of the WDC? The WDC is comprised of 26 members representing private employers, labor and community based organizations, educators, economic development and other organizations and state agencies. The Council is overseen by the Benton and Franklin County Commissioners, and also includes advisory members from the community specializing in areas such as vocational education and youth programs. What are the duties of the WDC? The Council sets policy and presides over the direct expenditure of over $3 million in workforce funds to assist individuals interested in furthering their education, upgrading skills, job placement, etc., in addition to providing services to employers. As well, the WDC is responsible for the oversight of the One-stop delivery system. What is the One-Stop System? The One-Stop Career Development System consolidates access to a wide variety of employment and training services, and provides "One-Stop shopping" for both job seekers and employers.
