She was appointed on this position the 14th December 2020, by the Cabinet. She has more than 16 years of experience in finance, administration, and project management. Prior to joining BDF, Rosalie oversaw finance in the Single Project Implementation Unit under Rwanda Water Resources Board (RWB), a position she held since October 2017. Prior to that, she was (from January 2014), in charge of Finance and Administration in the Rainwater Harvesting Project in high density areas of Nyarugenge, Gasabo, Kicukiro, Musanze, Nyabihu and Rubavu Districts (RWH), implemented by Rwanda Water and Forestry Authority, funded by Department For International Development (DFID) through FONERWA. Rosalie also worked for the Ministry of Natural Resources (MINIRENA) as an Assistant Coordinator in charge of Administration and Finance in Collecte et Utilisation des Eaux de Pluie (CUEP Project), a position she held for 5 years from May 2008 September 2013. Between January 2004 May 2008, she worked for Kigali Cement Company and Mega Newton Company as Head Accountant and Internal Auditor respectively. Rosalie holds a Master of Business Administration, Finance and Accounting option from Mount Kenya University and a bachelors degree in Economics, Bank and Money option from Kigali Independent University. She has attended and completed different workshops and trainings inside and outside the country in the areas of Projects implementation, Projects Financing, Administration and Management between June 2008-July 2010. Vincent Munyeshyaka was appointed the Chief Executive Officer of the Business Development Fund (BDF) on the 14th December 2020.
