Elering is an independent and self-sufficient Estonian electricity and gas transmission system operator whose main function is to ensure high-quality energy supply to Estonian consumers at all times.
Elering’s activities are governed by the Electricity Market Act and the Natural Gas Act. Elering was founded on 27 January 2010 when ownership was separated from Eesti Energia AS. Elering became the owner of the gas transmission system in 2015. All Elering’s shares are owned by the Republic of Estonia, whose shareholder rights are exercised by the Ministry of Climate. To ensure the continuity of security of supply as a vital service, Elering maintains and develops the domestic transmission system and international connections for both electricity and gas. Elering manages the Estonian electricity and gas system in real time. The power system must ensure a balance between generation and consumption, and the gas system must ensure that there is a sufficient amount of gas to supply to consumers.

Elering on elektri ja gaasi süsteemihaldur, mis seob tootjatest, erinevatest võrguettevõtetest ja tarbijatest koosneva süsteemi üheks tervikuks. Süsteemi toimimine ühe tervikuna on oluline ka lõpptarbijate jaoks, kuna see võimaldab tagada tarbijatele mõistlike kuludega kvaliteetse energiavarustuse. See on üks Eleringi olulisimaid eesmärke.
Eleringi tegevust reguleerivad elektrituruseadus ja maagaasiseadus. Elering loodi 27. jaanuaril 2010, mil toimus omandiline eraldumine Eesti Energia AS-ist. Gaasi ülekandevõrgu omanikuks sai Elering 2015. aastal. Kõik Eleringi aktsiad kuuluvad Eesti Vabariigile, kelle aktsionäri õigusi teostab Kliimaministeerium. Varustuskindluse kui elutähtsa teenuse toimepidevuse kindlustamiseks peab Elering üleval ja arendab nii elektri kui gaasi siseriiklikku ülekandevõrku ja välisühendusi.
