The ACB began in 1999 as a non-profit corporation organized under Chapter 273 of the Kentucky Revised Statutes and was structured as a qualified exempt organization under Section 501 (c) (3) of the Internal Revenue Code. It’s original purpose was to collect tissue samples for cancer research, which is a special kind of protected health information. As needs and opportunities developed in response to information management requirements of health systems and governmental initiatives regarding health information protection, The ACB’s mission was expanded to ensure the “proper management of health information in its various forms, inclusive of, but not limited to, Protected Health Information (“PHI”) whether the PHI is stored in electronic, genetic, or any other format.” The Federal Government has several health information technology initiatives, but they all have common objectives: http://healthit.hhs.gov •Improve health care quality •Prevent medical errors •Reduce health care costs •Increase administrative efficiencies •Decrease paperwork •Expand access to affordable care
