Established in 2004, the South East Councils Climate Change Alliance (SECCCA) was created to foster a coordinated local government response to climate change across South East Melbourne. For over 20 years, SECCCA has delivered strong outcomes and collective impact across ten member councils, enabling faster, more effective responses to emerging climate risks through shared resources, expertise, and economies of scale. SECCCA represents a region of remarkable diversity, home to approximately 1.5 million people across metropolitan, peri-urban, and rural communities. Our eight member councils span one-third of Victoria’s coastline and form one of the largest manufacturing hubs in the country — accounting for more than 45% of Victoria’s manufacturing activity and contributing $85 billion in gross regional product. Across Victoria, 69 of the state’s 79 councils are members of a Victorian Greenhouse Alliance. Participation in these regional alliances delivers proven benefits: substantial cost savings, increased capacity, strategic collaboration, and stronger advocacy.
